Invest STL: Northside Resilience Fund: $3,000 Emergency Grants

The Northside Resilience Fund is offering $3,000 in direct cash assistance to residents living north of Delmar Blvd whose homes received a red sticker from the City after the May 16 tornado. To qualify, you must:

  • Have lived in one of the eligible neighborhoods at the time of the storm (e.g., The Ville, Kingsway East, College Hill — full list online), and

  • Have received a red sticker from the City's Building Division indicating severe structural damage.

Renters and homeowners are eligible. One application per household.
A photo ID and recent proof of residency (utility bill, paystub, or benefit letter from April–June) is required. Apply online through Submittable and receive confirmation when your application is complete.

  • The application is only available online. Applicants will need to upload a valid photo ID and proof of residency from April, May, or June 2025. Please apply only once. If you need support with the application, please call our helpline at 314-384-1145. Helpline hours: Monday-Friday 9 a.m. to 5 p.m.

  • Eligible residents must live north of Delmar Blvd. and have received a "red sticker" from the City of St. Louis Building Division. Eligible Northside neighborhoods: Academy, College Hill, Fairground, Fountain Park, Greater Ville, Hamilton Heights, Visitation Park, JeffVanderLou, Kingsway East, Kingsway West, Lewis Place, Mark Twain, Wells-Goodfellow, North Riverfront, O’Fallon, Penrose, The Ville, Vandeventer, West End.

  • The homeowner or renter must have lived in the home at the time of the May 16 tornado. Landlords are not eligible.


Updated Eligibility Criteria

  • While NRF will continue to prioritize assistance to those who received a “red sticker” from the City of St. Louis, we are now also accepting applications from households that received a “yellow sticker.”

  • Addresses with a “yellow sticker” will undergo further review to assess documented damage and need. Having a “yellow sticker” does not guarantee approval.

  • Additionally, households that did not receive a damage assessment sticker but experienced significant structural damage may also be eligible.

It may take our team up to 7 business days to review applications. After completing your application, you will receive: 1) instant email confirmation that your application was submitted and 2) an email or text within 7 business days if it was approved or denied.

For residents who are approved, it may take up to 48 hours (2 days) for the $3,000 to be accessible on your gift card. After that time, you can withdraw cash and use the gift card like a debit card.
