The Affordable Housing Commission is hosting an application info session for folks applying to the Affordable Housing Trust Fund.

The goal is to build knowledge, transparency, and capacity. Attendance is not required to apply and the opportunity is geared specifically toward first time applicants.

The session will be on Sept 20th at SLDC, 1520 Market, 2nd floor. Presentations for those submitting grant applications will begin at 9a. Presentations for those submitting applications for housing developments will begin at 10:15a.

Your ideas will help shape recommendations around housing, workforce development, health, education, and community and economic development. This project is funded through U.S. Dept. of Housing and Urban Development, the City of East St. Louis, and the East St. Louis Housing Authority.

This workshop will focus on comments received from residents and businesses in the project area from September 9th to 11th. Share your thoughts on what you like, dislike, and any new ideas you have as proposed recommendations will affect you.

Public Hearing for 2020-2024 Consolidated Plan Development & 2020 Annual Action Plan

The Community Development Administration (CDA) will hold a public hearing to discuss the development of the 2020-2024 Consolidated Plan and 2020 Annual Action Plan for the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs.

The hearing will be held at 1:00 p.m. on Monday, August 26, 2019 at CDA, which is located at 1520 Market Street - Suite 2000, St. Louis, MO 63103. The views of citizens, public agencies and other interested parties are encouraged. Interpreting services are available upon request by calling the Office on the Disabled at (314) 622-3686/voice or (314) 622 3693/TTY.

The City of St. Louis will continue to accept Request for Proposals (RFP) for 2020 CDBG funding up until 4:00 p.m. CST on August 30, 2019. The RFP and related forms can be found on the CDA website at https://www.stlouis-mo.gov/cda/.

Questions concerning the proposal process may be submitted via email at CDBG@stlouis-mo.gov.

Citizen Participation Plan Public Hearing with CDA and the City of St. Louis

The City of St. Louis and the Community Development Administration are soliciting comments on its draft Substantial Amendment and on a revised Citizen Participation Plan. The purpose of this hearing is to solicit public comments pertaining to the 2018 CAPER prior to its submission to HUD.

Specifically, CDA proposes amending its Citizen Participation Plan to reflect current project timelines for the release of its Five-Year Consolidated Plan and its Annual Action Plan. In addition, CDA proposes to reprogram Community Development Block Grant (CDBG) funding allocated and unspent in previous funding years in the amount of $3,505,279.21. It is part of the Consolidated Planning process, which is a pre-requisite to receiving funding allocations from the U.S. Department of Housing and Urban Development (HUD) for the following programs: Community Development Block Grant, HOME Investment Partnership, Emergency Solutions Grant, and Housing Opportunities for Persons with AIDS.

The 2019 Substantial Amendment and amended Citizen Participation Plan will be available in draft form for review by any interested citizen prior to submission to the U.S. Department of Housing and Urban Development on July 31, 2019 at the City of St. Louis Central Library located at 1301 Olive Street.  The draft documents will also be available for review at the offices of the Community Development Administration located at 1520 Market Street, Suite 2000. Copies of the may be downloaded from the City of St. Louis website at https://www.stlouis-mo.gov/government/departments/community-development/documents/index.cfm.
