CDC Standards Framework: Building a Stronger Community Development Sector

Strong neighborhoods deserve strong community development organizations. The CDC Standards Framework provides a shared foundation for excellence across the community development field. The Framework establishes common standards, best practices, and organizational expectations that help Community Development Corporations (CDCs) build capacity, strengthen governance, increase accountability, and demonstrate their readiness to lead neighborhood revitalization efforts.

More than a checklist, the CDC Standards Framework is a roadmap for organizational excellence. It supports continuous improvement while recognizing that organizations vary in size, experience, and capacity.

Community development organizations play a vital role in creating healthy, thriving neighborhoods. They develop affordable housing, support small businesses, improve public spaces, build partnerships, advocate for residents, and respond to community needs. Despite their importance, there has never been a shared regional framework defining the core characteristics of an effective CDC. The CDC Standards Framework was created to:

• Establish a common understanding of what defines a Community Development Corporation.

• Promote organizational excellence and continuous improvement.

• Increase accountability and transparency.

• Build confidence among residents, funders, public agencies, and partners.

• Support equitable investment in neighborhood organizations.

• Strengthen the overall community development ecosystem.

The Framework was created through a collaborative process led by CBN and informed by community development practitioners, nonprofit leaders, public partners, and other stakeholders. The working group reviewed national models, existing best practices, and local experience to develop standards that reflect both the realities of community development work and the unique needs of the St. Louis region.

The result is a practical, locally informed framework that balances accountability with flexibility and recognizes the diverse ways organizations serve their communities.

THE 4 CORE COMPETENCIES OF A CDC

The CDC Standards Framework outlines the core characteristics of effective community development organizations. While organizations may differ in size, mission, or programming, strong CDCs typically demonstrate capacity in areas such as:

• Mission and community-centered purpose

• Governance and organizational leadership

• Financial management and accountability

• Community engagement and resident leadership

• Program implementation and neighborhood impact

• Strategic partnerships and collaboration

• Organizational sustainability and continuous improvement

These standards provide organizations with a roadmap for growth while helping partners better understand the essential components of effective community development practice.

Not every organization begins with the same resources or level of experience. The Framework recognizes that community development organizations exist along a continuum of growth. Some are newly formed neighborhood organizations. Others have decades of experience managing complex housing, economic development, or community initiatives.

Rather than creating barriers to participation, the Framework encourages organizations to assess their current capacity, identify opportunities for improvement, and access training and technical assistance that supports long-term success.

CBN is committed to helping organizations use the Framework as a tool for learning, planning, and strengthening their work. When community development organizations operate with strong governance, sound financial practices, meaningful resident engagement, and effective partnerships, neighborhoods benefit.

BOARD BILL 41

Since Board Bill 41, which also aims to sustain CDCs, was developed around the same time, many people have asked how they relate to one another.

The CDC Standards Framework and Board Bill 41 are connected, but they are not the same. The CDC Standards Framework is a sector-developed best practices resource created by CBN and community partners to strengthen community development organizations. Board Bill 41 establishes the City of St. Louis' process for recognizing and certifying Community Development Corporations for municipal purposes.

The legislation was informed by the Framework, but it represents one application of those standards within City policy. The Framework itself remains broader than certification and serves as a resource for organizational development across the region.

Looking Ahead

The CDC Standards Framework represents an important milestone for the community development field in the St. Louis region. As implementation continues, CBN will provide education, technical assistance, peer learning opportunities, and additional resources to help organizations understand and apply the Framework.
