CBN Members Recommended for FY2027 CDBG and HOME Investments

The City of St. Louis - Community Development Administration (CDA) today announced its proposed Fiscal Year 2027 funding recommendations, directing more than $17.4 million in Community Development Block Grant (CDBG) funds and $2.3 million in HOME Investment Partnerships Program funds toward affordable housing, home repair, public services, economic opportunity, neighborhood stabilization and community improvements across the City.

The recommendations reflect the priorities established by CDA at the beginning of the FY2027 competitive funding cycle, with significant investments in youth and families, homelessness services, public facilities and improvements, economic development, and neighborhood stability.

More than $3.3 million in proposed public service funding would support a broad network of organizations serving youth, seniors, families, people experiencing homelessness, returning citizens and residents seeking employment. Programs provide food assistance, childcare and recreation, senior services, transitional housing and shelter, housing stability, reentry services, job training and placement, and other critical supports.

Proposed investments include continued support for Peter & Paul Community Services’ Jugan Shelter at its new campus, Food Outreach food access services, St. Louis Area Agency on Aging elderly services; expanded recreation through the City’s Department of Parks, Recreation & Forestry; Employment Connection workforce and reentry programs, and youth and senior programs operated by organizations throughout St. Louis.

CDA is also proposing more than $1.3 million for public improvements and community facilities, including $500,000 for the Carr Square Community Center; $309,525 for Preservation of Affordable Housing’s Clinton-Peabody’s Phase II redevelopment; and $500,000 for Gene Slay’s Girls & Boys Club’s capital campaign to build a new campus serving Dutchtown, Gravois Park, Marine Villa, Mount. Pleasant, and Bevo.

Many of the proposed investments also build upon programs and capacity strengthened through the American Rescue Plan Act (ARPA). As temporary ARPA resources wind down, CDA continues to use annual federal funding to sustain successful housing, neighborhood and community development efforts while supporting long-term programs serving St. Louis residents.
