About CDC Certification
The St. Louis Development Corporation (SLDC) CDC Certification Program establishes standards for community development corporations serving the City of St. Louis. Certification recognizes organizations that demonstrate the organizational capacity, governance, financial management, and community development experience needed to carry out their work. For eligible organizations, certification may also provide access to certain City funding opportunities.
Certification Requirements
Organizations seeking CDC certification must meet SLDC's eligibility requirements and demonstrate their ability to carry out community development activities. To be certified, your organization must:
Be a Missouri nonprofit with IRS 501(c)(3) status
Serve a defined "core service area" within the City of St. Louis
Have a board where at least 25% of members live in your core service area
Employ at least one full-time paid staff member
Do active work in at least three of four areas: housing, economic development, community organizing (required for all applicants), and neighborhood quality of life
Required Documents
Preparing your documents in advance can make the certification process easier and help you identify any gaps before submitting your application.
Start by gathering your organization's:
Articles of incorporation
Bylaws
IRS 501(c)(3) determination letter
Missouri certificate of good standing
Current board roster
Financial statements for the two most recent years
Most recent audited financial statement or accountant's review
Documentation of your community work
Prepare Your Application
Make sure your board roster reflects current membership, your financial statements are available for the required years, and your organizational documents are accessible. Review each certification requirement and identify the records your organization will use to demonstrate compliance. Use the checklist on this page to track your progress and identify any outstanding materials before submitting your application to SLDC.
