Building Decarbonization Pilot Project at Wellston Loop CDC

Dark stains, sagging tiles, and persistent drafts once defined the roof at office of Wellston Loop CDC (WLCDC). WLCDC Director Kim Jayne said years of patchwork repairs were only bandaids on a much larger structural problem. Through CBN’s resource navigation and relationship-building efforts, WLCDC connected with the Institute for Sustainable Communities and received funding through its Building Decarbonization Pilot Project.

After an evaluation of the building needs and ways to make the building more efficient and comfortable for WLCDC to serve its clients, a white roof replacement was selected for the project. Despite the winter weather, STL Roof Pros removed the deteriorating roof and installed a new, energy-efficient replacement.

WLCDC serves the community through engagement, resource sharing, and harm reduction. The upgraded facility strengthens that mission and creates a safer, more welcoming space. Jayne emphasized that the project goes beyond appearance and utility savings. With asthma rates higher than average in the Wellston Loop area, revitalizing the roof is also a community health measure. Additionally, the new white roof reflects sunlight, improving temperature regulation and reducing utility costs.

“Folks without stable housing, come to WLCDC for refuge and to relax…to find something to eat or something to wear…to be treated decently” - Director Kim Jayne

Looking ahead, WLCDC plans to launch an aquaculture program that will supply fish for consumption, provide irrigation for community gardens, and support an accessible teaching kitchen. The initiative will also expand educational programming in gardening, nutrition, and cooking as WLCDC continues its revitalization efforts.
